With sufficient time, funding, propaganda and media-the idea of a more and more unified union can becone attractive to the member states' citizens. No reason to rush and having the member states be originally unreceptive to unification, but all for economic and partial (perhaps eventually full) military unification would make a lot more sense. Sort of similar to how the USA went from the decentralised, state-identifying (Californian, New Englander, Pennsylvanian) people to Americans. Slowly but surely stripping rights, freedoms and having them slowly identify more with the union rather than their nationality. Forming a European Union esque state that interacts directly with member states/provinces rather than their various governments could lend to the beginning of ignoring sovereignty. Might want to reconsider hastily forming an empire like this.
